One needs to be authorized to procure identifying information from tag numbers. Not only have I tried it and failed, but at one time My insurance company tried and failed. They had to wait for the accident report to appear. I know of only one case where damaging information but a monger in the a $$: he had a parking decal on his bumper that featured his workplace.
