Yeah fx points does affect ability to send messages but so do negative ratings. They might have changed it but it use to be If enough neg ratings to compliance are made to put them into -4 or -5, it affected a user's ability to send messages and even make comments.

I was trying to set something up a few months back, prior to her posting face pics, and when I hit up a guy who actually responded and revealed it was her I passed. She's been known to promise a lot and deliver none of it, cheat time, or abruptly ending dates do to an "unexpected emergency" that happens as soon as the time starts. Consider yourself lucky it didn't escalate further because if it's true that she's not of sound mind then desperation will lead to worse situations. Be safe out there.
