Sounds like goof troop police work. Couple things. Less than an hour might mean a normal massage wasn't given? Most of these places offer a 30 minute option. Seriously not trying to be argumentative, but this surveillance does occur. And of course using unmarked cars. I don't believe I mentioned they were in marked cars.
