Anyone driving around Kensington should know the district's. All LEO cars have an I'd# on the back. For example, 2438 means district 24, car 38.2616 would be district 26, car 16. I had almost the exact same thing happen two weeks ago. It's about 8 pm on a Wednesday. I'm a white guy driving a decent 2-year old SUV on the Ave with PA plates. That car peeled off, but the original car followed me all the way down to Passyunk. Tailed me for about 40 minutes. Never seen anything even remotely like it on the Ave.
