It's not worth the risk. Just think of the potential trouble you could face if Uncle LEO or the news media ever get a hold of your photo. If a provider wants my photo or other potentially compromising personal information, I move on.

My policy is to never do this. In some cases they don't mean any harm by it, but once they have it there is always the risk of some blackmail if you get on their bad side.
