San Diego Municipal Code, Section 33.0101 (c), states you must have a valid police permit to operate a business designated as police regulated.

I'm sure many other municipalities have similar code.

Went there yesterday while servicing a car at the dealership and waiting. 50 for a pretty good hour long massage that left me pretty relaxed. Lots of teasing throughout and a nice hand finish. Tipped $50. Masseuse was an older (40's) asian lady who was in ok shape. The other masseuses I saw fit the same profile. Will repeat next time I am there given the quality of the massage and the price.
