I can say from experience that this org maintains a high degree of consistency in the quality of girls that come though their SoCal locations. Its just that some are PSE and some are not, and the booker will not tell you which are which because often, they don't know. BBFS is between the girl and each individual customer. In this respect, all girls, even the most liberal ones, CAN revert to YMMV if there is something about you that puts them off. There are ways to improve your odds of getting BBFS. Not sure what you mean by "resident" LA or OC girls but if it means those who have been around for a while and have a successful following I can speak from personal experience. There are more offering BBFS than you may imagine. I've experienced it with many of those girls over the years and then read here that BB is a NO NO. That is a gross exaggeration except for a very few and I've me them too. I agree that PSE doesn't necessarily mean that everyone will get it but those labeled Non PSE do not necessarily reject it and I'm talking about some of the most popular and long time LA girls that have been here over the last ten years. And those girls do their share of touring as well. Just my personal experience. As far as improving your chances just come in like a gentleman, smelling and looking good and treat them like a lady and not like someone who is going to be your slam bam thank you ma'am plaything for an hour. A lady always likes to be treated like one, even in this business. A little TLC takes you a long way.

Longtime lurker here, thanks for all your info. Just wanted to put a couple reviews here:

Yoona: Seen her a couple times at her MDR location. Easy set up with booker. Looks like pics, but add maybe 5-10 years plus 5 to 10 pounds. She did allow BBFS on second visit, and is very PSE friendly. If you are into PSE, let her know and she'll fulfill your needs. If you aren't into PSE, please let her know so she stop attacking your asshole. Both times started off with a BBBJ, then shower, leading into FS. FS consisted of CG, RCG, mish, Doggy, Greek. I was able to BBFSCIP on second visit. Yoona is a great provider. Would repeat.
