Although you are probably on the right track with retailers complaining. I kind of doubt that the activity is going on in the parking lot with all the cameras that there are. The scoops are happening there for sure. I would say that it's going to get worse because Walmart and the Florida mall doesn't want grandma to walk past one of us with a hooker's head bouncing up and down between our legs as she wanders in to buy little Timmy a checkers set.

I too wonder about the resources the county displays trying to eliminate the impossible. Are the local residents and businesses complaining? If so, that's reasonable I guess but it still seems like a bit much but remember, we are breaking the law every time we engage in this so it is technically their job.
