It is a first degree misdemeanor and up to a year in jail is possible, so yes, they can haul someone off to jail but I would think it doesn't happen very often except when it's close to election time and a Sheriff is up for re-election!

Usually when the cops would crack down and make the hardened criminals remove their belongings and issue a citation (most common) or arrest them, they would call the location or store listed on the cart and tell them where the cart is sitting.
