Just out of curiosity, how does illegal possession of a shopping cart work? Do they actually haul people off to jail for that? Or, if they just issue a citation, what do they do with the shopping cart? I'm going to guess they give them a written citation, tell the 'criminal' to take the shopping cart back to the store, and leave.

Otherwise, I guess they make the person take their stuff, or they take it, and just leave the cart out on the sidewalk? The whole thing seems just about as mickey-mouse as they can get.

I believe you guys are spot on to what's going on around the WM. WSW Christina told me this morning about the same Grey Jeep in the WM parking lot.
