Real good question, and one I don't think has been touched upon too much. First, follow the rules of mongering which have been post many o times. Many times, they are not even a handler but rather their Dr. Or just friends they hang out with. Regardless, best moves are above, and as mentioned don't pull right up to the handler / pack. Leave space and waive the SW over. Common sense applies here also, as you need to be sure LEO isn't watching you waive over the SW. Keep the spidey senses tuned and stay aware 360 degrees.
