I am assuming the unmentioned part of this question to be "will they charge less?" If I'm wrong, disregard.

At the beginning of the year, I would have said definitely yes, but at this point it's more of a maybe. BO is flat rate to even get in the door (as you know). GG allows for negotiation and used to be more friendly to those who wanted limited activities. However, with the traffic at GG, they don't need to cater to someone who is probably looking to leave half the tip the guy waiting in the next room will. I can see them doing it and rushing you out after only because their negotiation method means you are already in the room and on the clock. Frankly, I wouldn't waste my time doing this.

I'll say that you can probably pull a simple HE easily at You for the standard HE rate. To me, I've always felt You was an AMP first and a FS place second. BO, GG, and WB all seem to be the other way around. You always give me the jack shack vibe, even though it is obviously much more. The other rating site (the pay one) has several mentions of more a la carte style pricing at You. Tbh, at You, they ask what activities you're looking for. GG stopped that a long time ago, and BO never did that.

GG, You, and BO, will do what ever you want unless something is not on the menu, like Greek at BO. However, the price isn't going to be lower if I request only a massage and HE. They expect us to pay the established fee or going rate / tip for the time allotment requested, regardless of services requested and rendered.

If I want the provider just stand there and watch while I rub one out, they will. Or, if I only ask that they massage only my ring bologna, they will. It's my time and money, but rate is always going to be the same. How one wants to use it is up to them.
