There is rarely any skill component involved in licensing massage therapists. None in relicensing. But, hoops to jump through that make money for various entities, and an interesting plethura of information that is supposed to be kept. There is no need for clientele to be tracked for massage therapists, but reasons have been supplied. Until the state law in 2009 superceded local laws, in many cities, it was just as hard to be a legal massage therapist, if not harder, than a massage parlor.

Probably massive record keeping of clients so that if someone gets an STD, everyone can get notified. STD tests would cost more since the government would get involved. Because of licensing, it would be harder to get started, reducing supply, increasing cost.
I'd just as soon the government get out. Even more than it is. But, I really don't want the government to start controlling this.

Unlike a licensed massage therapist having to be licensed by skill, you wouldn't at all. More demonstrated skill or knowledge by the state would be for driving a car. Nor would clientelle be tracked, as there's no need / call for that.

A lot of women who do this are drug addicts, pimped out, homeless or have sex addiction. As far as the clients I think you would be surprised how many of us have sex addiction or some type of mental issue with impulsively and or the need for risky encounters. I'm all for legalizing prostitution if its done right. Afterall it is the oldest trade in the books.

Posts: 9I'm bipolar and when I'm impulsive or manic I seek out these adventures. I think Michigan should legalize this with rules that the ladies pay taxes and have to prove they are clean and std free. Maybe even same for the clients. Maybe just allow brothels like they have in nevada.

Libertarian ideals are unworkable for the simple reasons that they do not reflect rational realistic human behavior and humans are not clones of one another. Their small government syllabus is dependant upon the protection of property and individual rights and national defence and only works if each individual are equally talented, educated and materially profitable. Since this is not the case in real world scenarios, inequality would manifest and over time multiply to the point where with no system of checks and balances, an elitist society would evolve. This society of privilege would wish to protect their status and this would bring down the entire house of cards, as the rich mobilize to protect their wealth. Sound familiar? Libertarian governments are inherently unstable and is why you do not see any currently.
