Unsure if anyone ever answered this but all the agency's in CA windsor all agency fees given are all included or should be. When in doubt straight up ask the agency. Is this a flat rate. They usually pretty good at answering you questions. They know the girls and can tell you who is more comfortable doing what, etc. I've found you usually don't have to tip every single time, unless they try to neg extra or the service they want to give is too basic and up sell services. Windsor is usually not as bad as the states but overall more expensive in CA dollars. Keep in mind that the agency take a lot from that girl for the quoted price. Mileage will vary though.
