The website reads your browser's user agent which identifies the version of the browser as well as the operating system. To test this, I tried the Providence link with Safari on a Mac with the user agent changed to an Android browser. But because the user agent change only applies to the active window, the site reverts to Toronto when the site opens a popunder ad and reloads the site in a new tab.

There are ways to spoof your browser user agent for the entire browser / computer, but I don't quite have the time to look into it at the moment.

I have a feeling that this is a bug, and that they should really be reading your IP address instead to figure out where you are geographically. Changing the user agent to an iPhone browser does not work, unlike the Android browser which does.

I'm surprised that those sections are still up. There's really no reason to keep them up if they're complying with some US law.
