Authentic undercover LE do not have any license plate that will be that obvious because it will blow their cover. Real under cover LE drive typical American cars with a typical license plate. There are some unmarked police vehicles that have a municipal plate that even says "municipal" on it.

At most this guy was a private investigator. Which I know nothing about.
