I've had great luck with RS-AVS.com. One membership get you access to lots of agencies and independents. Even ones that don't currently have an ad on the RS-AVS website. Most competent agencies are happy to see the membership. I only want providers that went through the same verification process as me. P411 is ok, but not the same vetting process. RS seems to do a much better job of verifying identity / age / legal residency. I do like the larger ad pics on EROS. Wish RS-AVS would switch to that soon. Just looks better. But for safety reasons, I like RS.
