Clients and Providers have their own definition of what PSE is. There's no exact definition of what is and isn't a PSE. You just have to find out when you see a Provider in person.

Anglelis and WetnWild use PSE very liberally, so I don't believe when their ad or profile say about the girl until TER reviews may confirm the PSE is ever rendered and potentially consistently.
