I believe other states have started this before. This allows a few things. The state wulill be able to keep tabs on how many massuse there are and where they are working. I remember years ago watching a dateline story or something about the spas in San Francisco. I think it was the health inspector going around checking on spas. As the health inspector they could check on licensed girls and look for signs of "illegal" activities. Recently Chicago busted all their spas checking for illegal activists. This may ruin the hobby for some, but not all.
