There is a free program called Fotosizer. You can batch resize to whatever size you require. I use it to resize for a forum in which I participate that does not allow any size greater than 800 by 600 pixels. Choose the standard edition http://www.fotosizer.com/Download.

Tell the providers to open their pictures in paint. Once they open the picture there, click on the size section. They can reduce the size of their photo. I am not sure of the requirements on USA Classified but if A2 can get that posted, they can size it to that exact size.
