About a year ago I had business at two separate locations in Brooklyn. I made many trips between those locations and sometimes made a point to see who was out. I did this for several days over the course of about 2 months.

I know of no case where electronic surveillance was used to generate such a letter. I don't expect any such electronic surveillance based letters to be generated in the near future, the police have better things to do than review that type of video and send letters that say "your car was spotted and the unidentified operator might have been thinking about committing a misdemeanor. ".
If you are a regular street monger who has received such a letter and then gets caught, don't be surprised if your letter is brought up at your hearing.

Was this notification on city or state letter head? Did it have a POC? If so I would take this to the local chapter of the ACLU. The government has no business monitoring or movement in the public domain till the point where just because you are seen in a public area you get a notice in the mail just for being in a area without breaking a law. Red-light cameras are different, they are catching you violating a law. But just because you drive in a area should not constitute receiving a "Notification".

Believe it not, we do have rights. The Police / Law Enforcement / Government must have reasonable cause to run your tags. Just being in a bad area does not justify reasonable-cause. You may be able to get some money if this is true and you take it to court. You may need take it to the Superior Court Level to get some traction.
This just isn't good, because you now know that your tags and name are going into a database that every police offer will see if you are ever stopped for any reason. They then use this database to see trends and patterns when they are determining what course of action they will take for what ever reason you have been stopped or detained by the police.
Again, I still question if everyone that lives in the areas gets notifications on regular basis for being spotted / seen in a area that they live in.

Hey fellow mongers.
It's been a little while since my last post. Recently been cruising Wilkins. Saw a few girls out this morning, but I was running late for work so I couldn't partake. Last week was pretty busy. Picked up Skinny Amanda off the loop yesterday. Did the 'are you a cop?' touch and then had to listen to her sob story about who she owes money to as we get to my spot. She suggested her place, but I am not going anywhere I am unfamiliar with. We agreed on a price and she began a CBJ. If you were looking up 'mediocre BJ' in the dictionary, her face would be there. After we finish, I gave her tuition and as I drove her back to where I picked her up, she kept asking for a tip. Says she just needed ten dollars to cover a debt. I had no inclination to give her anything else but I gave her a few more dollars, said it was all I had left and hoped it was enough to ensure she got out of my f*ing car. Will not repeat.

You do have some good points however, both myself and my client received letters when we met in the Brooklyn area looking at real estate, and she works for homeland security. The fact is that this does happen. The letter comes from the department of the particular area, and the letter is addressed to the registered owner of the vehicle.

That takes money, the paper, postage, man hours for someone to print and place in a envelope. Money that I am sure Baltimore does not have or that could be better spent else where.
4. Can you imagine the law suits they would get from individuals and the ACLU. It would be a fiscal nightmare situation for the City and State.
If notifications are sent, it seems like something that a non-profit or neighbor hood organization will do. But not from police cameras on the top of lights. It just doesn't make sense people.
