    You have provided more facts that have put this into context. And what you say is more plausible. Just as I deduced previously and supported by your own experience with the two old ladies that the notifications being sent if true, are not from the cameras on top of light poles but were instead initiated from a neighborhood watch type program. All I have to say now is just be discrete in your dealings and be aware of your surroundings. Watch for who is watching you. When you stop blatantly out in the open to pickup or negotiate, it bring unnecessary attention to our culture.

That takes money, the paper, postage, man hours for someone to print and place in a envelope. Money that I am sure Baltimore does not have or that could be better spent else where.

    4. Can you imagine the law suits they would get from individuals and the ACLU. It would be a fiscal nightmare situation for the City and State.

    If notifications are sent, it seems like something that a non-profit or neighbor hood organization will do. But not from police cameras on the top of lights. It just doesn't make sense people.
