(Admin: this is clearly not a report. However it's directly related to this thread. I was unsure where the post would best live, but since this discussion started here I opted for posting it here. I certainly won't be butthurt if you think it needs to go elsewhere)

So I went dumpster-diving through this thing last night. Not surprisingly, it's obviously and transparently tailor-made to target KAMPs. But man some of it is just plain-old funny. Ye old goat influence clearly showing in parts LOL.

My notes:

* operating a massage establishment requires a specific license with some fairly in-depth background info both on the applicant and any partners, as well as color headshots of everyone who will be providing services in the establishment. Acceptance or denial can take up to 60 days.

* employee work permits are required for everyone providing massages in the establishment. Applications for these require (among other things): proof of lawful presence in the US, valid govt picture I'd, name and address of the massage establishment where the permit will be used, and an application fee. Pretty well shuts down the "new girls!" operation, if not in actuality then probably in terms of "it ain't worth it".

* the Sheriff Dept can exempt entire establishments from these licensing requirements for up to 1 year, and can do so pretty much at their discretion (although the ord does define "non-exhaustive" considerations) - perfect for exempting all but targeted establishments from these onerous hoops.

* establishments must keep service records: date / time of service, type of service (LOL), and employee who performed the service. These records must be kept for 2 years.

* runner-up favorite section: all employees must be "completely clothed". Which is hysterically well-defined: "the term 'completely clothed' means having on the upper portion of the body appropriate undergarments and either blouse or shirt which shall cover all the upper body save the arms and neck, and shall mean having on the lower body appropriate undergarments plus either pants or skirt, and said pants or skirt must cover from the waist down to a point at least two inches above the knee. All clothes worn in compliance with this article shall be entirely non-transparent. " LOL.

* first-place favorite section: no customer can be NEKKID! Unless, of course, you're a female receiving specified treatment. After all, the old goats might need dem toxins drained. "No customer receiving a massage from a state licensed massage therapist shall expose his or her genitals, pubic area, anus, or the areola or nipple of the female breast to another person on the premises of a massage establishment or spa establishment. The prohibition against a customer exposing the areola or nipple of the female breast while receiving a massage from a state licensed massage therapist shall not apply when the massage therapist is certified to provide oncology massage or manual lymphatic drainage massage. ".

* must be closed for bidness between 10 p and 7 a. No one can be on premises between 11 p and 6 a.

* lighting: each massage room or booth must have "at least one artificial light of not less than 40 watts (or equivalent illumination) shall be provided in each enclosed room or booth. ". Doesn't say it has to be on though! Better dock the lawyers some rubles; they missed that loophole.

* them thar winders can't be blocked or covered! Specifically, you can't have "storefront windows that have material and glazing applied or affixed that reduces light transmission through the windows to less than 32 percent, plus or minus three percent, or increase light reflectance to more than 20 percent. " I'm getting a good workout from all these LOLs.

* no back door entrances allowed for patrons. Patron entrance must be on the same side as the "front" of the establishment, where primary signage is located. Can't have these places taking us in their back doors anymore LOL.

* if anyone registered to work at the establishment gets arrested for sexual tomfoolery, NO ONE from that establishment can get an application to operate or work in another establishment for 90 days or until the arrestee is released. If they are convicted, then everyone is barred from operating or working in any other establishment for 5 years.

Again: I'm not a lawyer, so take all with a grain of salt. I'm also not sure how much of the sections in this ordinance are actually new, so my highlights may or may not actually be noteworthy. But from my armchair quarterback position, this looks like a pretty solid way to run dem evil KAMPs out of town.

I made a return visit to Magical on Buford hwy, my third visit my first two were nice no extras but really good massages which I enjoy. I decided wth so I gave it try today. I can see why some of the places might have to close for a while until they meet code. The first time I have to fill out the sheet upon entry, I am going to sign in as the chairman. I would guess that most of the code is already on the books, just some revisions and a re-newed vigor to enforce the code. I would have never guessed 15 years ago that there would be no K-girls in Clayton County and now this BS. I guess we would have to load up and get party buses to the Carolinas.

That is, until 2 or 3 surprise inspections with unlicensed employees on-premises pile up on you and the county yanks your business license once and for all.

Continuing with the sunny frame of mind: if these relatively-straightforward ordinance tweaks end up actually running off these operators yet aren't a big deal for legit-only providers, I would bet my remarkably unremarkable twig-and-berries that these regulations will get pitched to the state sooner rather than later.

Caveat: I'm not a lawyer and I haven't read the actual Forsyth code. Still going to have a drink now.

Meanwhile she says they are looking for legal assistance if someone knows an attorney that may be interested in representing them for whatever she actually knows about it (questionable). She told me they thought they were compliant but in fact don't understand all the rules-n-regulations. You could PM their name & I'd pass it along to her. But for now, Forsyth's on the move with their new Ordinance 125.
