What she's saying is she doesn't have a MA license for massage, therefore, even if she's using the exact same techniques, what she is offering is body work. There's a loophole (for now) in the professional licensure regulations which allows this. Advertising or offering massage without a license (with some exceptions) subjects one to a hefty fine and the attention of Uncle LEO. The differentiation has nothing to do with the availability of extras.
