Anyone have issues getting approved to be a client of VIP Angels without a P411 account?

I contacted them yesterday and got a basic denial even with my my TER ID and a provider reference within the last 6 months. The guy that responded said I might need to get a P411 membership.

Does P411 give a kick back to the providers for the $200+ yearly fee? It kind of seems that way based upon my experience. I am debating on whether to get the membership or just find 2 or 3 good providers and rotate.
