Yes. The main difference is illegit indies like Coco can't advertise HJ and lewd conduct, so they advertise as "massage". The former are standard services that are typically provided. Just about any first time customer will get play unless the girl suspects LE. They are not risking getting fired and have already been reported on extensively over the years.

The legit Thai who play are on a case by case basis as their primary service is an actual massage. One shouldn't expect to get the same play as others regardless of how many times they've repeated, and these girls are concerned about losing their job. There are mamas who fire girls like it's a bodily function. Best not to name them in public.
