Here is my take. You might think your favorite Uncle works for a guberment but old LEO works for Po Po, Inc. Now, Po Po, Inc is like any other company, it needs to maximize it's revenue. So they do that by busts and convictions. Generally, it seems you meet different quotas of convictions in different drug related crimes and your local Po Po franchise is eligible for different levels of guberment funding. So meeting your quotas of drug convictions is very important. I was going to do a long write up but the long and short of it is police can say but not do anything.
