You vets will know this and I just found this out, but the place to be after 3 AM after the Block closes is, the Horseshoe Casino parking lot.

Apparently, after ALL the club chicks close down their spots, including the Ritz, they go to the casino parking garage to do Take Out, so you will almost most definitely come across a girl from the Block at level 3.
