Google IrFanView or XNView. Both excellent free picture viewers with the options to resize and convert to other formats. Both are very popular.

There are many ways to do this. Simple windows photo editor will allow you to reduce size of a picture. If you have nothing, you can use MS Paint to do it. It is the default imaging tool for windows since birth haha. Quick tutorial on paint:

These two images should get you on the right track.

We compiled a list for hx before (via pm). One person asked for contributions and put them all together, but now it's dated as many handles are no longer active. Should we try again?
