From what I read it sound like if the E911 protocol is supported in the area the phone is being used in then allegedly your phone location can be pinpointed by emergency services. Designed for when people need help but aren't able to talk or give a location it sends the GPS signal even if the GPS settings are 'turned off' in the phone's settings.

Don't know if that's universal but reportedly is true even for tracphones.

If emergency services can find you then I am sure other gov agences could too. If as CC notes, they want to bother to spend the time looking for you.

Actually there is a way around buying the top up card without the tracking or the cameras seeing who you are but there is no need to reveal that information here since we are not on the run from LE. But as far as LE finding you they will never know who you are. The best they can do is find the area you are in from the nearest cell tower you pinged off of. If you used the phone then left the vicinity you were at ditched the phone and bought another 12 dollar phone they would never be able to catch up to you. But regardless of all that as you said they aren't going to waste time tracking cousin John unless of course he was like the Craig's list killer!

I have to say first of all I debated keeping this info to myself but enough people have posted and been helpful that I couldn't do that. Short version, a definite keeper. Good advice, I'd also add that you may want to consider pulling out the battery so the cell goes 'quiet' for most purposes and just use the battery when you're playing.
