She requires that you buy prepaid Vanilla Reload Network card with donation added to it. She directs you to hotel that requires keycard to go up elevator so she has to come to lobby to get you. She will ask you to text her the vanilla card PIN BEFORE she will come down to get you.

This means after she gets the PIN, she can irreversibly transfer the money from the prepaid card to her VISA card. You essentially give her the money electronically before you can see her. Would you trust a provider like that. I would not. If it looks like a scam, and it sounds like a scam, then it probably is a. Trust her at your own risk.
