I made an appointment to see her once & when I arrived the place was locked up & no one was there. She wouldn't answer her phone and after waiting around for 20 minutes I left. Clearly I am not going back.

Very good question and one that can't be answered easy, what is against a licensee prof code of ethics, etc. VS what may possibly be deemed illegal by someone are two vastly different things. The real meat of the use of "illegal" comes down to one thing and one thing only. Pay in exchange for sexual favor (if not for THAT, nothing is illegal including full service) , next question is proving you payed for sexual favor. Intent. Etc. Best advise an attorney would give you is say NOTHInG period no matter how large the scare tactics ....because in a court room it's a whole other ball game of hurdles that cannot be leaped for a mistamenor .
