Wasn't around on that night so I didn't observe anything, but it seems that what you've described could potentially have been either a police sting operation or some streetwalkers from Waikiki trying out the downtown scene near Longs (as others have occasionally done at that location in the past). Without having observed it I would lean toward the Waikiki streetwalkers possibility, because over the years I've never seen an HPD downtown sting operation that used four white female decoy officers.
