I think he visited before it was busted, They just noticed his county car in the parking lot when they were reviewing the surveillance footage before the first bust. Apparently they did reopen just a few days after being shut down. They posted new ads as well. As you can imagine, this rubbed JC the wrong way. Now why they busted the door down, I have no idea. Its very clear in JC that you have to have your business license before U-turn your open sign on. They seemed to have forgotten that. Twice now. As well as the girls have to have massage license as well. The owner does not seem to get that body rubs do not get a pass on that requirement.
