The phone number has since been changed to 571-435-4768, but the cached version shows previous number of 703-608-2851.

This was the cell phone number of the State Department's Public Affairs Officer in 2005, which strikes me as more coincidence than anything else. Why on earth would anyone in the federal government advertise as a Latin provider in Fairfax County? No federal agency is running ops like this.

In the DC area, with tens of thousands of federal employees, there are bound to be a few cell numbers that get reissued like this.

You should post the link to where you got the info that goes with that number. And bear in mind that cell phone numbers are a dime a dozen. Coulda been registered to someone different a month ago and now its back in the pool of available numbers.
