First, thank you Hugh. Ok. Hit harford about 11 fri night. South end of loop 3 le had somebody out their car by that row of bars across from 711. Several suvs and a car sittin on side streets and parking lots along harford. Cars running. Head lights on. LE cruisin with bk flashers on up and down harford. North end just dead.
