She would have a right to a hearing if she had violated her conditions of probation. As long as she is deemed not to be a flight risk, she would be out.

"Justice" is a slow and imperfect process.

As far as the locals using her to their advantage, you have been watching too much tv. Although LE will occasionally make arrests and publicize it, they do not, in my opinion, place prostitution high on the list of crime unless its good for election purposes or citizens/neighborhoods complain about the activity.
