What do you mean pull you over? They can/have seized cars and this has increased because it is profitable for them to do. If police have a hunch you "more likely than not are loitering, solicitation, drugs your car is seized.
The Detroit News had an article on the abuse of the vehicle seizure laws and in one of the examples - a guy had his vehicle seized for simply being on Vernor because he had a previous solicitation ticket that was pleaded down to a disorderly conduct - several year earlier.
