There's actually a good reason for not flushing them. As you know rubber is not biodegradable so they can stop up the sewage lines. I have actually been told by one of the local AMPs that this happened to them so they stopped flushing them immediately. It seems like this is pretty much SOP for most of them. As for the wrappers some of the larger AMPs buy them in bulk, usually out of China or Japan. They actually come in plastic jars not wrapped and there are probably 100 or so in each jar. They do not want wrappers as they are harder to get rid of.
