As ScottiePimp correctly points out, just being in the place of prostitution counts as solicitation in NC. In other states solicitation requires that you give a decoy (real human in person) payment. That 'touch me' stuff is meant to alert you that it's a cop before providing payment in those other states (although most of the time that won't save you in those states). In NC the bar is set so low it's not even funny. If you make contact with the provider and then show up at 'the place of prostitution' you have committed solicitation (felony). Note that this is just the spot they've told you to go to, and can be the hotel parking lot, and you never have to actually meet a provider. The crazy thing is that they can charge you with solicitation and call you a 'human trafficker' when there is in fact no victim. Crazy stuff. The craziest thing. Let's say you meet a prostitute and actually do the deed with her, and then get caught somehow. That's 'engaging in prostitution', which is a misdemeanor. So, in theory you can get a felony by committing a crime with no actual victim and a misdemeanor for a crime where you actually did the deed.

There's one wrinkle. In Greensboro they've implemented an ordinance where officers and police informants cannot touch people or be touched inappropriately anymore. If you went to a legal massage parlor (so obviously not an indisputable place of prostitution) and the provider touches you before you seek extra services, this is not a cop. Any attorney would be thrilled to have your case.

LEO checks are irrelevant now. If you get in the room with LEO, you're toast. You can technically have done nothing wrong, but you're still going down.
