I agree with everything you said. Have you ever watched Law and Order or some movie where you have bad cops that shake down small business owners? Let's keep it real. Most of law enforcement know exactly which establishments are offering extras. The state of MD could shut all of them down in a week if they wanted? Pretty sure as long as they pay their monthly fees they get left alone. You don't pay you get raided.
RL on 198 was my go to place for many years and finally had issues. Bright SPA on Rt1 located next to a sex shop open until 2 am has no issues. Come on now.

This place has a new owner as of 12/2023 but the ladies and service remains the same. There is a message on the front desk that customers need to keep their underwear on but it is covered by a blank card. Ignore this guidance to allow the ladies to roam.

Equally as shocking is why anyone who gets a massage would say anything different to police. That is some weird form of cowardice in the face of virtually no threat. They don't check your nether regions for massage oil. These cases never go to court. The police don't show up at your house or work place asking questions. There is no video evidence. The only thing they have against you is whatever outlandish story you tell them. If people can't figure this out, don't go to a massage place.

Dreamt I visited Country Moon Spa on a muddy branch and didn't run into any luck here. Strictly massage with no room for afters. Lady I drew did give a good massage for an hour and did some light grazing of the boys, but on the flip, she covered everything up as much as she could. I asked about anything further and she said "no sir, we don't do that here" and proceeded to point the sign that said "No sexual solicitation is offered here. Anyone asking will be ask to leave and no refund will be given. " I thought the sign was a rouse for deterrence but apparently it's legit. I paid the house fee and left. They try and hit you with a 20% tip that's mandatory but I wasn't doing all that.
Anyways, a dream deferred here. Onto the next.
