It's presented in the article as a mutual relationship after he met her at an event. That's why the 16 year old age of consent is protecting the guy who moved out of state with her. If it comes out that the 44 year old actually met her on Seeking, I would be shocked if they don't throw the book at him. It is definitely illegal to pay a girl under 18 for sex. Even now, with the assumption that he met her as a civilian, the article implies that the authorities are considering lesser charges for not disclosing her whereabouts.

So as I said before, never, ever, ever have a PPM or an allowance arrangement with a girl under 18 unless it's platonic (which none of us are looking for). Yes, well, there is no proof truly available from asking via electronic communication, but it puts the recipient on notice about what your limits are, and if they do have any ulterior motive (either are underage or are posing as someone who is for nefarious purposes), you deter them, to seek more fruitful interactions with less fastidious (dumber) guys. And, as I said, those who really are into the idea of an older guy, even though they are close to that age of consent, can provide you all sorts of valuable info.

There are other indicators. Most places, you can't get a tattoo if you are under 18 (without parental consent).
