I think 'curvy' is in the eye of the beholder, and dependent on the locale. For young girls, here in California, I think they can also use curvy to mean they have some plump assets (boobs, butt), not that they are fat.

I agree with this 100%. A lot of younger girls think curvy means they have boobs or an ass. The first girl I ever met in this context many years ago described herself as curvy (she was 21). She was an absolute knockout, thin, 5'-2" 120 lbs with D cup tits.
