Usually this is proposed by the customer with the implication more will happen OTC than is allowed in the club, albeit still with negotiated compensation. Another way to put it can be "cutting out the middle man". Accordingly, OTC is different than, say, forming a bond with a dancer and meeting her for lunch or coffee. Sounds weird, but it does happen.
OTC usually involves a rendezvous between dancer and customer somewhere away from the club, as meeting in the immediate vicinity of the club / parking lot is usually frowned upon. It might be where whatever OTC activities will take place, or it might be someplace intermediary and public, like a gas station or transit stop, especially if one or both people involved needs transit.
Benefits for the customer are fairly obvious. The true "cutting out the middle man" scenario involves the customer paying the same amount they would for a VIP room in an OTC scenario to receive OTC services not allowed in the club, with the benefit to the dancer being they don't have to pay the club a cut and can make money on top of whatever they made in their shift at the club.
In contrast, ITC implies activities inside the club, notably ones considered to be "extras".
OTC availability depends on a lot of factors. The club culture of whatever area you're in is the first. While there are exceptions to every rule, the looser a club is about rules generally, the more is generally available on the whole, including OTC. You'd think there might be more OTC where there's less ITC, but clubs that are good about making sure dancers adhere to rules in the club usually have a blanket threat against girls' jobs for outside activities, too. They might be a little looser about this now than they used to be, as it's easier to connect with girls on social now than it ever was, but there are a lot of clubs that still frown upon such shenanigans.
Accordingly, OTC is not as easy to come by as it's often implied. As mentioned, the threat of being fired from the club looms for many girls who do OTC, which can even involve being blacklisted from other clubs around town, too. They have to weigh whether the risk to their source of income is worth it.
There are other risks for the girl, too: In the club, if something bad goes down, they can call in staff / bouncers / other dancers / whoever to fix the situation quickly. OTC, with the wrong kind of guy, just about anything bad could happen and the only person who can stop it is the dancer herself. Accordingly, the dancer may want to take measures to ensure her safety, like taking a picture of you or your license with her or another dancer's phone. Because the rendezvous usually has to happen elsewhere, there usually has to be some sort of exchange of contact info, which creates another hurdle, as a dancer may not have a burner phone or social accounts, so she might be hesitant to expose her real-world persona and information to someone she only knows from the club world. It's a weird game, too, because if she thinks you're too straight-edge, she might suspect you're a narc (I think this is a reason I struggle).
Of course, the danger goes both ways, as it's also possible the dancer could do something bad to the customer, ranging from not delivering services as promised to things much worse. You have to decide if you trust her enough to go through with it, the same way she has to decide if she trusts you.
Some girls will do OTC, but put a premium on it above and beyond what you'd pay for a VIP room due to the risks. Then again, especially for girls from clubs where ITC stuff happens, they might charge less than or the same for what they charge for services ITC when doing OTC because they don't have to pay the club a cut, particularly if they think they might get repeat business from you. At some point, OTC relationships can become something more like Sugaring.
While many girls will turn down OTC offers almost immediately on concept alone, it has been said that every girl will do OTC for the right price. That price could be seven figures or more, but "what's it worth to you" is always a valid question.

I hear you and am in full agreement. I just posted regarding this very topic, but I didn't post it in "Massage Parlor Reports" where I spend most of my frustration time. Like you, I wish the posters would just say what they mean rather than try and follow some secret code, which anybody who reads these forums very much has figured out anyway. But for those of us who DON'T have the ability to spend hours and hours reading the forums, it really would be useful, and considerate, if those posting would just say it. Like 150 instead of $. 5. It was harder for me to type $. 5 that it was 150, but it means the same thing.
