In other words it's supposed to be a legit spa but the owner found out the girls were giving HJs and is putting a stop to it. The way they're doing it is by installing inward looking peepholes like one you might have on the front door of your house, except they look IN to the room instead of out. That way the owner or manager or whoever can walk by and look in to see if someone is breaking the rules.

That's pretty cringe worthy, TBH. If they want to crack down on extras that's their prerogative, but I can't even begin to list all of the issues the reverse peepholes could cause. I can think of far better ways to do it without potential invasion of privacy issues.
