Oh god, Ashley Black. Yeah, she's real and she's an even bigger pain in the ass to deal with than her ad implies. Which is already bad. That's probably about right. You can find 8/9's for 200 or so but you have to really hunt and deal with a lot of scammers. If you want high quality, reliable, and easy to setup then yeah 500 is probably the price point to expect.
