Police Phishing
While I appreciate your scepticism, just imagine a world where LE agencies get unlimited funding from the Feds to combat "Sex Trafficking" and they use those funds to phish for more revenue for themselves. Imagine that they really don't care that some people are going to lawyer up and fight it in court but the majority of guys are just going to pay (revenue) and hope they don't get further scrutiny. They might lose in court on a evidence chain question but in the mean time they get a lot of guys giving them money to keep things quiet. This is the way that most LE agencies work. It's called "punishment by process" and they're getting good at it.

I've actually had about a handful of calls from "LE" claiming stuff too. I told them to fuck off and hung up. Never heard anything else.

Out of state numbers
Another option might be contacting of all these out of state (and even local now) numbers with pics that are TGTBT. I have had a few instances of the Mexican cartel threatening me that if I don't pay, blablabla. Then they send a few pics from the internet. I would not doubt that some of the adds are just collecting numbers to sell to scammers who turn around and use them for stupid shit like this.

I received a similar call recently. The minute he said Sargent Whatever from the FBI I laughed and said that's a good one and they hung up.

Sounds like a shake-down for money. Did they have what could be perceived as even a slight foreign accent? Did they seem to struggle with the English language? Did it seem as if they were mentally below the level of the content they were pushing on you?
Do you have a record of the women you've reached out to recently? In the least, it's a good reminder to use a number or text app that cannot be traced directly to you.
