They are all there because since they are in unincorporated Snohomish County for whatever reason the Snohomish County Sheriff isn't that interested in busting those places and shutting them down. Shops in Everett or Lynnwood proper, by comparison, only last a few years at best (and sometimes just months) before being shut down.

Airport massage (on the South side of 128th, also outside Everett city limits) and Tokyo Spa (on 164th by I-5) are also Korean, have been there for many years, and are also (surprise) in unincorporated Snohomish County.
