From what I have heard from city and county (Cobb) officials, they have enough to do without pulling people over just to see if they have a legitimate purpose on the road. Just drive and obey road signs as usual. I know one older government official who goes for drives just to get out of the house and see different scenery. As long as you are not interacting with others you are safe.
