Looks like a copy of a piece by Amy Brown. I'm actually a fan of her work, but I've seen much better tattoo versions of it (my ex-girlfriend actually had two). It's possible that the camera used (a phone most likely) simply wasn't able to properly render the detail. She definitely needs some better quality pics done, maybe I should give her a call.
